Bert was the Project Manager and Lead Consultant for the development of a web-based self-registration system to replace the counselor-facilitated model for Apprentices / Trainees in the Province.  Bert was responsible for definition of the new business/system model, consultation with Educational Institutions, Employers, and Apprentices, and managing the system development project to meet the requirements of changes to Industry Training legislation.

Bert provided Business Analysis and Project Implementation of the Certificate of Approval system (Electronic funds transfer system for prepaid capital advances) for the Ministry of Advanced Education, Education and the Ministry of Finance.  Bert was responsible for all communications, evaluation of the system delivery mechanism, purchase of software, development of remote installation procedures and implementation to 60 School Districts and 22 Universities, Colleges and Institutes.  Bert completed this project on-time and under budget to the satisfaction of the clients and all key stakeholders.

Bert conducted an opportunity evaluation for enhancement of a Human Resources / Payroll application on behalf of DATATEL, Inc. (Fairfax, Virginia). The evaluation of system fit requirements was done through interviews and facilitated presentations/workshops with the Consortium for Administrative Systems Development (CASD – a consortium of Colleges throughout the province). Bert was responsible for understanding the functionality and structure of the current system, addressing the issues identified by the colleges, and providing recommendations for the enhancement of the Human Resources and Payroll modules. Bert played a key role in bringing CASD and DATATEL to a common understanding of the issues and opportunities for their resolution.

Bert fulfilled the roles of Project Manager and Lead Architect in the design and development of enhancements to a Student Financial Assistance System for the Ministry of Skills, Training and Labour. In addition to providing enhanced functionality on the mainframe application, this project involved development of interfaces to the Ministry’s financial system and integration with PC based word processing for the production of automated letters.

Bert was responsible for starting up the operations of a systems planning unit and development of an Information Resource Management charter. He participated in the development of standards and a customized methodology for systems planning, design and development. He also had the mandate to develop and execute numerous RFP processes, including subsequent management of selected contractors.

Bert was responsible for development of several tactical and strategic Information Systems Plans, aligned with Ministry business requirements. These plans involved the definition of requirements, analysis of alternatives, and development plans with recommendations for system construction and implementation. Often this involved integration with other Ministry systems and required resolution of procedural and data custodianship issues.

Bert performed the role of Project Leader in the development and implementation of projects resulting from the strategic Financial Information Systems Plan. The projects included implementation and integration of SRB Budgetary Accounting System with existing operational systems and development of a Financial Management Framework to address modified policies and procedures resulting from changes in financial responsibilities.

Bert played a key role in the development of a strategic Financial Information Systems Plan. This plan was developed in consultation with the Government Accounting System Strategic Plan. Bert was responsible for the development and presentation of Ministry issues and impacts to the GASSP project team. The project established a financial information systems direction for the Ministry and provided a Ministry-wide perspective of its financial needs and access requirements.

Bert performed the role of Senior Business Analyst responsible for three other Business Analysts. Bert assisted in introducing the Business Analyst function to the Ministry and provided leadership and direction in implementing this role within the context of the Ministry’s Systems Development Life Cycle.
