Bert was Project Manager for a number of web-based system development initiatives surrounding the implementation of the Oracle Financial System at the Ministry of Environment, Lands and Parks. The systems under development were a Financial Data Warehouse, Financial Forecasting System, Travel Voucher System, Access Control System and a central Reporting System. All applications were being developed using Oracle and Java development tools on a Sun Solaris server to ensure application portability across all of the Ministry’s technology platforms and networks. Bert was also project managing modifications to a number of Ministry systems due to the government-wide changes for the Chart of Accounts.

The Water Management Branch, Ministry of Environment, Lands and Parks, in partnership with the Information Systems Branch participated in the definition and justification of a new systems support model. The model established the organizational structure, positions, funding, roles and responsibilities needed to properly support information systems within the Branch. Bert worked actively with staff in the Branch to develop components of the model and formulate an action plan for successful implementation.

Bert established a catalogue of FRBC funded inventories for the Ministry of Environment, Lands and Parks. The purpose of this catalogue is to record what data has been collected under FRBC funding within the Ministry and to identify what data standards or methods were used in the collection of these inventories.

Bert’s experience in geographic information systems planning led to his involvement in the Spatial Data Management Task Force for the Information and Technology Access Office. Bert provided support and facilitation to the Task Force and guidance in the development of the report on spatial data management in government. The report assessed the current spatial data management capability and made recommendations on directions for spatial data management, access, and interchange.

Bert was the Technical Consultant in the development of a migration strategy and action plan for a land and resource information system for the Wet’suwet’en First Nation (Smithers, BC), on behalf of the Land Use Coordination Office. This involved assessing and making recommendations regarding Wet’suwet’en requirements for responding to land and resource referrals from the provincial government. This comprehensive consideration of requirements addressed business processes, information (spatial and attribute data), technical infrastructure (hardware, software and communications), staffing and training.

Bert acted as Workshop Facilitator on behalf of the Surveys and Resource Mapping Branch, Ministry of Environment, Lands and Parks. The workshops examined the feasibility of creating a common provincial height of land, watershed boundaries, and hydrologic network data product, as an extension to the current TRIM mapping base. Participants included the Ministry of Forests, the Ministry of Environment, Lands and Parks, the Department of Fisheries and Oceans, the Surveyor General, and the private sector.

Bert acted as Project Manager and Lead Consultant on a technology architecture project for the Land Services Branch of the Ministry of Environment, Lands and Parks. The project provided the Ministry with a technology architecture suited for the integration of spatial and attribute data together with implementation strategies and actions plans for the next three to five years. The combination of Bert’s project management skills and experience in the business issues of spatial and attribute data integration were key factors in the success of this project.

As Project Manager and Lead Consultant for a Data Model Rationalization Project, Bert provided his data modeling expertise and project management skills to deliver a consolidated model of the Province’s natural resource inventories to the Resource Inventory Committee. This was a challenging assignment and required extensive coordination skills. Bert managed the project very effectively and delivered it on time and on budget, to the satisfaction of the client.
