Bert provided Business Analysis and Project Implementation of the Certificate of Approval system (Electronic funds transfer system for prepaid capital advances) for the Ministry of Advanced Education, Education and the Ministry of Finance. Bert was responsible for all communications, evaluation of the system delivery mechanism, purchase of software, development of remote installation procedures and implementation to 60 School Districts and 22 Universities, Colleges and Institutes. Bert completed this project on-time and under budget to the satisfaction of the clients and all key stakeholders.

Bert was Project Manager for a number of web-based system development initiatives surrounding the implementation of the Oracle Financial System at the Ministry of Environment, Lands and Parks. The systems under development were a Financial Data Warehouse, Financial Forecasting System, Travel Voucher System, Access Control System and a central Reporting System. All applications were being developed using Oracle and Java development tools on a Sun Solaris server to ensure application portability across all of the Ministry’s technology platforms and networks. Bert was also project managing modifications to a number of Ministry systems due to the government-wide changes for the Chart of Accounts.

Bert provided his project management expertise for a number of initiatives with the Greater Victoria School District. Bert managed the implementation of three major projects to improve business process, provide improved system functionality, address Year 2000 issues, and foster a project management discipline for implementation of systems within the District. Specifically, these projects included implementation of an integrated Human Resources/Payroll System, a Facilities Management System, and a Facilities Rentals System.

Bert provided workshop facilitation to the Ministry of Agriculture, Fisheries and Food to define a common framework for financial interfaces by establishing the objectives and key issues of both program areas and central financial administration. The workshop explored the considerations for financial interfaces to satisfy both the data and reporting needs of program areas and corporate requirements of the upcoming Corporate Accounting System implementation.

Bert conducted an opportunity evaluation for enhancement of a Human Resources / Payroll application on behalf of DATATEL, Inc. (Fairfax, Virginia). The evaluation of system fit requirements was done through interviews and facilitated presentations/workshops with the Consortium for Administrative Systems Development (CASD – a consortium of Colleges throughout the province). Bert was responsible for understanding the functionality and structure of the current system, addressing the issues identified by the colleges, and providing recommendations for the enhancement of the Human Resources and Payroll modules. Bert played a key role in bringing CASD and DATATEL to a common understanding of the issues and opportunities for their resolution.

Bert provided his background and experience in hospital financial systems to lead an independent survey of suppliers of financial systems to BC hospitals. This survey was conducted on behalf of the Ministry of Health to determine supplier compliance to the Canadian MIS Guidelines for hospital financial reporting. Survey results were presented to the Ministry together with recommendations for addressing key issues with respect to implementation of the financial reporting standards throughout BC.

Bert fulfilled the roles of Project Manager and Lead Architect in the design and development of enhancements to a Student Financial Assistance System for the Ministry of Skills, Training and Labour. In addition to providing enhanced functionality on the mainframe application, this project involved development of interfaces to the Ministry’s financial system and integration with PC based word processing for the production of automated letters.
