Bert provided Project Management, Lead Architecture and Business Analysis services to the Ministry of Attorney General for implementation of an integrated Aboriginal Law Research System. The scope of this document imaging system implementation included requirements definition, organizational review, business process re-engineering, software selection, acquisition and system implementation for the Aboriginal Research Division, Aboriginal Litigation Division, and Civil Litigation groups.

The Police Services Division of the Attorney General was facing system access costs that were forecasted to exceed their administrative budgets for fiscal year 1999-2000. Bert was called upon to investigate the source and nature of these costs and make recommendations to address the potential cost over-runs. Bert provided a detailed analysis of the drivers licence and motor vehicle licence inquiries that are initiated through the national CPIC database and made recommendations for system access rate modifications to ICBC.

In the role of Business Analyst, Bert provided his skills in workshop facilitation, business analysis and modeling for ICBC on the Photo Radar Project. Bert was responsible for designing the business process, data requirements, work flows, and integrating the manual and system processes of three operationally distinct organizations in the management and tracking of issued photo radar tickets.

In the role of Business Analyst, Bert provided his skills in project definition, workshop facilitation, business analysis and modeling for enhancements to the Accounts Receivable System as part of the Traffic Safety Initiative. Bert was responsible for defining a joint project structure between the Ministry of Attorney General Court Services, Government Agents, and the Motor Vehicle Branch of the Ministry of Transportation and Highways. The purpose of this project was to enable common accounts receivable and ticket processing business functions between these related organizations. Bert was responsible for documenting the business processes, preparing system specifications and for bringing these organizations to consensus on resolution of several long standing issues.
